These look like and have the exact same sized threads as those offered by Mike Venezia's "The Backshop". I'd bet money that they are. A new set is over $150, so these will be a very nice deal for someone.

Yes, it's entirely dependent on what locomotive, what railroad, and what year. Everyone did it differently.

It sounds like you are on the right track. A good welder will be able to lay a full-penetration root weld on nearly every joint in a boiler, eliminating the need to back weld any IF said is good at what they do, and have the proper fit-up, gap, material prep, etc. I speak for most welders when I say...
