I am thinking you are talking elliptical
Turning.
That is completely different from oval shaped.
Cnc mill is the way to go.
All you need is a cnc mill (or tracer with templates) endmills slitting saw and radius cutter.

I really don't know the exact scale or size of this engine. It could be a Terning quarter size the Anders engine. It does have a Bell commercial boiler probably never steamed. The water pump I'd not plummed and water gage and dome plumbing need replacement. Needs cleanup and painting and bunkers bui...

I get mechanic's glasses with the center for distance an magnifying area top and bottom on the lens.
It sure helps looking up at a boring head with those tiny lines.

Nylatron has a large coefficient of expansion from heat. I used it for the slide block on a half size Case traction engine.. Under load the engine would tend to bind up. The nylatron block was expanding in the slot. Replacing that with brass eliminated the problem. Nylatron may be ok for light loads...

I would just use 1045 and finish to size in one setup.
Why make it hard on yourself.
Use a new gun tap for the threads and drill thru.

I believe the half scale Terning casting kits went to Florida, and the quarter scale went to his son Aaron Terning.
He may still be in Kansas.
I met Tom at Rough and Tumble in Lancaster.
He was teaching some course.
Don't remember the particulars. That's been 30 years ago.

Make two pieces like this and slot to fit tube. Curve to fit inside smokebox. Insert one from each side. Drill smoke box for screw or rivet holes. Transfer punch thru smokebox to shims.
