Just a question, what do you need to hold Number drill size work, if just shortening the length, absolute accuracy is not needed, if center drilling, a threaded collet would be a better choice, as the surface finish on threads is not conducive to concentric. A couple things to also consider. How far from the throttle valve is the turbine , air has less viscosity than steam, possible excessive distance allows the steam to expand to much before entering turbine. Your math is faulted, The speed limit is the speed of the bearing, not the needle themselves. 6 mph is 528 feet per minute, a 6" wheel runs at 350 rpm, a 2" wheel runs at 1100 rpm.
The issue with needle bearings is dirt entering an unsealed bearing, kills them quickly.

The name drill rod applies to a dozen types of steel. All of which can be hardened, and available in Fractional, Numeric, Metric, and Letter sizes. In addition to what has already been stated, the flatness of the mounting face is the real issue. a piece of hot rolled steel will move with very little force, while a plate that is ground would take quite a lot to be moved.

Overall a bad idea, that will certainly lead to dramatic issues.

Eyeing up the parts, it looks like you can extend the bore for the ballseat a couple threads, then use a parting tool to relieve the last threads at the shoulder.

When the time comes to cut the keyways in the bores, You will find that the bushings and broaches will conform to the NEMA standards.
