Hit the bolts with an impact wrench. Wedge a screwdriver, chisel, etc against the nut if you have to.

I have all of the above mentioned tools and also a plasma cutter but sometime it is just easier to go to the local hardware place and buy a pipe nipple of the appropriate size.

Fire departments fill their own air bottles. They have both station based and pumps on the trucks for the job. I wonder if you could buy them used somewhere? I'm sure they are VERY expensive new.
My biggest concern with a home brew setup would be fittings/tubing that could take the pressure.

Go read the owners manual listed. Be sure you pick the correct chart. I'd doubt it could even weld ⅛" steel. The duty cycles are ridiculously low for ridiculously low welding amps. Pay attention to the duty cycle. A duty cycle of 8% means it will be welding less than 1 minute out of every 10 mi...

Do you have a faceplate for your lathe? You could use toe clamps (cam lock clamps?) and hold it by its outside edge. That would allow you to turn about half the thickness. Keep in mind that if you are talking flare fittings then trying to seal the threads doesn't help. It's the flare itself that is doing the sealing. The flare nut is just a clamping device.
