If my recollection of the article in Australian Model Engineering is right, the tube was welded to the wheels making a solid unit. With this setup you can have decent sized bearings and still have scale axleboxes.

As I see it, the tensioner would stretch the bolt enough to match the TPI to that of the the nut. Wind nut down to contact, release tension and all will be to required torque.

This would be closely guarded by the military with orders to shoot to kill anyone trying to force entry. The area between the fences would be considered a kill zone in that anyone caught in this area would be shot, no questions asked.
Nothing like a bit of good old U.S. thinking :( .
