There is Solid Edge from Siemens its free. http://www.plm.automation.siemens.com/en_us/products/velocity/solidedge/free2d/index.shtml I have it installed but have not used it. I play with Turbocad. I agree with the comments that say CAD has a steep learning curve. Let us know what program you decide...

SAE 841 oil impregnated bronze I believe would be the best material. It is available in rectangular form from MSC and McMaster both but unless you are doing a lot of them I think the cost would be prohibitive.
