With the problems that I have had with the "new" Rustoleum, I would recommend staying away from it as well. I painted a customers part with Rustoleum and of course, the side that wasn't hidden peeled. And yes, I did follow their directions. And that wasn't the only time!

When I had built my wife's Shay, I had put a 1/2" pipe inside of a 3/4" pipe and stuffed kawool in between the pipes. It has worked well for the past 30 years.

Right now, I am adding a 3rd truck and brakes.

Call Mike at RRSC. The diesel wheels are 5" in diameter, 3/4 bore. The last ones that I got from him were CNC machined steel. No key way and no set screw holes.

The setscrews and key way, I added for my purposes.

Even industrial sand blast cabinets aren't that hard. We installed wear plates in some of them, but they were removable.

Is this what you are looking for? I found this one at Grainger and is called a lock washer. Not very descriptive.
