Seems it is a solution looking for a problem. Other discussions of it found: Their MSDS (Material Safety Data Sheet) states that it is 70% Ethylene Glycol and 30% Propylene Glycol with "Proprietary" corrosion inhibitors. I tried the eBay LED strip lights for my kitchen. They were inexpensive, but I sure didn't get my money's worth. I ran them from a regulated 12V power supply. It is more convenient for one of us to do the Google search and share with everyone than for each of us to have to search, so I grabbed the ball and ran with it: I have no experience dealing with David Hallstead but from everything I found, he sounds like a nice retired guy and a record low pressure...

I think that since it is just a broach bushing I'd defer to the expertise of Larry The Cable Guy, use the steel you have and Git Er Done. Pictures after. :)

EDM would not care about the hardness of the material, and some folks have come up with thoroughly impressive homemade sinker EDM machines.

I think you got a bum deal. The slitting saws I have are old ones I picked up at a sale, and they seem to cut on all the teeth. Is your arbor straight?
