I think you're going to play hob drilling a hole that long straight, but if you can, and keep it in the center of the stock, the octogon would be the way I would go. Then you could just clamp it to the table, make a face, flip it over, make another. Then use some of those "long stock" vise...

Mike, the 300 FPM is the piston speed, not loco speed. I've run that number several different ways (including the formula in Modern Loco Construction) and the answer remains the same. I actually get 275 FPM, but I'm using 300 for a little margin. Dick,I looked at RR supply - 1.5" bore by 3"...

If it's 60's vintage, it would not have change gears I wouldn't think, it would have a quick change gear box (or not). There are three models of the 9 I know of, A, B and C. I've c'sunk a fair bit of AL - think F-111. 2 flute integral pilot countersinks in a microstop or "countersink cage" as they are sometimes called. As long as the hole is right, and the material thick enough to leave the pilot something to ride in, no worries. Thin stuff required c'sinking ...
