As long as they are not out of date and have no obvious damage, go for it. When you turn them in for a fill you will get another tank anyway.
You might want to ask at your welding supply store how to check the reinspection date.

Looks like a beautiful and functional addition to your locomotive. One suggestion, Would it help to add a pick up tube to the pistons to allow them to draw oil from the bottom of the sump? As it is it looks like once the level is just below half the pump will draw air.

Whistle steam pipe under the jacket will also keep it warm, helping to eliminate the water "gurgle" that you might get when you first pull the string.

Can't speak to the spray cleaner but if you know the diameter of the flues you might gun store and buy a bore brush for the closest caliber rifle or pistol.

If you go to a local plumbing/air conditioning/refrigeration service supplier they will have silver solder and flux. They will also have acetylene "plumbers torches".
