I would look at front axle travel side to side and track radius From my experience I think your driver side to side is a bit on the tight side...and you may be binding on corners if you do not have enough lead truck side travel. Any space is a waste of steam that has to be filled and emptied each stroke. Therefore the closer the better. However, stack up of part dimensions and expansion/contraction for a cold to hot engine needs to be considered. I use .050" for engines the size you describe.

Does anyone know the status of Terry Welshans? I believe he has the 7 1/2" gauge portion of Winton Brown's business, or at least a portion of it. I purchased castings for Winton's 1/1/2" scale Westinghouse 9 1/2" air pump from him several years ago and would like to get more castings....

I'm pretty sure they are Winton Engineering pumps. Castings and drawings were available for both air and water versions. The arrangement on top valve system was was very complex and difficult to make. How much do you want for the pump with "BAD" written on it?

The four completed pumps on the right of the picture look like they could be Winton Engineering pumps. If you can supply a photo of the back side I can be more definite.
