Tel, This is my solution, O-ring plugs tapped for the test rig. A little elaborate maybe but then I have to test these things on a fairly regular basis and take them well above normal test pressure just to be sure. Then Fox m'boy you were misinformed - they are a great advantage, if applied properly and done right. There isn't much of a repair "problem" because if they leak the boiler's done for and can't be repaired, except without a great deal of trouble (and therefore expense), so the remedy is to...

In small scales (Ga1) where center flue boilers are common, "cross-tubes" have been used for some time for dramatic improvement in heat transfer, water circulation, and increased water capacity.
The picture is of a center flu assembly for a 2" diameter Ga1 boiler.

Kennedy Swan (Durham UK), best known as designer and builder of the locomotives Bridget, Jesse, and Wren, also designed the Koppel in 7+ga which was serialized in Engineering in Miniature. IIRC this was a geared siderod rack & adhesion lomotive and a complex piece of work.
