Really fun to see your progressive construction using silver soldering. My favorite method for complex parts.
Good old hand cutting and filing. Usually faster than using a CNC mill for one-offs. And I've done both methods...

Emfinger: Good to hear the boiler is off the frame. Rebuilds and repair will be SO much simpler that way. Last year I machined new valve gear for an acquaintance's Ten Wheeler project. True in my experience.
Tie tamping machines usually have 8 tampers that are slid into the four corners of each tie/rail location, both rails.
The tie centers are not tamped. Train weight can break the tie in the tamped center, if the rail locations are not tamped.
