That would work, assuming there isn't a gear or something in the middle of the axle that would interfere. I'd mill a groove in the axle to fit a key to keep the quartering correct before I cut it.

You have plans available for those? The excursion car looks very interesting to me. We have a volunteer arcihitect working on pullman similar to the Sandley as time allows. It appears to me that they press ball bearings onto the axle ends then the truck simply drops onto them and the lower bar retains them? Any idea of this pictures location or are we supposed to figure it out.. Is that a canal on the left side? Kind of unlikely in the era of the picture to be a nice straight highway. The picture was on Facebook. It's a yard in, I think, New Jersey. The caption said that was a street next to the yard....
