I am not really a gunsmith either (day job is computer programmer) but I would concur with Harold's analysis. Although I would be surprised if the bolt head were actually 4140, I think the risk of welding is too high considering that a replacement part is available and not excessively expensive. I am not a fan of MIG welding (partly because I have no experience or skill there) for any kind of critical welding.
Your choice to replace is a good decision.

i agree in the bolt not being 1040 steel.
