Extend works well if your going to paint the surface you use it on. I never tried it without painting, so I don't know how successful that would be.

Used a lot of Extend in SE Alaska.
Wire brush or sand, spread on the extend, and when it's dry....paint away. Really bad rust, we'd use a couple coats of Extend.
It stopped the rust, and subsequently bleeding thru the paint.

The rim does have a liner. Strangely, the liner says it's 17 inches, and the wheel is 16.

I had extent on some rust on a car I owned years ago. The door was dented and I never straightened it, so I never bothered painting it. The stuff was out in the weather and I would have to re-coat it every couple of years.

I painted the rim with this crap, but now my concern is that it won't stick. It falls right off the chrome, which is good, but I don't know if it will cling to the areas where I removed rust. I was hoping it would stick to steel.

I am wondering if the oversize rim strip messed up the tube.

Steve, :idea:
This is just a thought.. After you remove the rust and rinse and dry,
how about spraying the inside of the rim with some pickup truck bed
liner coating.

My single answer to rust is Evaporust. Even though you have removed all the visible rust, the seeds of the next outbreak are there in the metal pores. I would buy a couple gallons of ER and soak each wheel for a day or two. Cut the bottom out of a plastic drum for a soaking tank. You can stack aluminum scrap or whatever between the spokes to raise the liquid level above the rim. This will remove and kill all traces of rust without harming anything else. It even leaves a protective film if you want. I think I would wipe it all off by hand and let the residual stay in the crevices (spoke threads etc) and the inner wheel.
Much as I like bedliner for a variety of purposes (fixed my roof with it last week), I'm not sure it will stay stuck in this application.

I'm pretty disappointed in the quality of the wheel. It looks like these things have a very limited lifespan. Sooner or later, the rim will rust to the point where it will need major repairs or replacement. And I live in a place where there is no salt on the roads, and I avoid riding in wet weather. If I lived in Michigan, this wheel would be scrap by now.

Only if they make laced versions. An FLSTC without spokes is like a Ferrari with whitewalls.

Okay :!: Steve.. Now I understand why we are being picky..

Take them to a Good Local Plating Shop,
and tell them you would like them to
clean them and then:

1 Coat Copper Plate.
Buff
2 Coats Nickel Plate
Buff
2 Coats Chrome Plate
Buff

Won't be cheap but will be the best
permanent Deep Chrome Plate Job

On my last four long rides, I had three flats and a battery that went dead because the bike was idling too slow. Tonight I took the Moto Guzzi to Miami Beach, and the whole way back, I was convinced I had a rear flat. I crawled during the last couple of miles, thinking the bike was about to slide out from under me. When I looked it over, it was fine.

I have really been traumatized.
