This is from home, which is running Chrome as well, though. The other was from my computer at work.
I captured and locally saved the image, which file is 515KB in size. It sure seems as though PHP-BB is changing the file size in some way if you originally uploaded a 1.3MB file.

Yes, the board software now has auto re-sizing.

Before, you had to re-size images prior to uploading and posting them, now the software does it for you.

It apparently re-sizes them to max size of 1536 x 1152 pixels.

Well, that explains one thing, but doesn't explain why it used to accept GIFs but doesn't now.
