The tender looks "ride-able" scale (3/4" or 1" ?)but the two engines look more like Gauge 1-ish to me. They do not seem stout enough to pull someone.

While there are some crude cosmetic touches.....the locomotive is a 1 “ scale Coventry B&O I-4
It looks like somebody bought a part finished locomotive and finished it without any mechanical skills.

My dad once described a model locomotive as "built by a watchmaker and finished by a butcher".
