Not mine and no affiliation. Just saw what I thought was a decent deal and thought I would pass it along. If I wasn't on the other side of the country I would probably pursue.

It's not a Virginia. The smokebox on the Viginia is longer.

He states the "coal car" is 9" wide, and the top of the stack is at 14" above the rails.

If it's 1" scale that scales to 9 ft wide, modern train cars are around 10 '-6". So that would probably be a b out right for an early American type to be 9 ft wide

Seller confirmed 3-1/2” gauge. Built by Lou Flagg of WVLS and GGLS.
If you note, the wheels are entirely between the wood “rails”.

SPC marking are on the tender. South Pacific Coast Railroad was a 3' narrow gauge in California. This model captures the flavor of images I found on the internet.
