Exactly what I had in mind. I plan on removing any top soil but not much more than that. I think the sub base should be higher than the surrounding grade. With approx. 3" of ballast under the ties, I should get good drainage away from the road bed, being as everything is higher than the rest of the land. Low areas are going to require piping to remove water but that won't be hard to do.
I am going to follow Doug VanVeelen's advice and use bridges and trestles to allow for drainage cross track, rather than culverts and pipe.
