Thanks, all, for the input. I used a large Forstner bit to core around the leaking area from the outside of the tank, almost to full depth. Turned a redwood plug and secured it with polyurethane glue (similar to Gorilla Glue). Held it in place with a band, while the glue expanded, to keep from popping the plug. Seems to be holding OK, despite the quick fix. The reason for going only 90% to depth was to limit the water contact with the polyurethane glue -- I liked the expansion aspects to fill voids in the wood but didn't think gobs of glue and drinking water would be a great mix. Happily, no nails were involved.

It sounds like you fixed it well. Just in case it doesn't work out, you can call one of the local hot tub supply outlets. You might be able to find someone who works on redwood hot tubs.
