What the heck is this neat little tool

This came with some tools when I got my 8520 and roundhead Colchester. It is ground and a neat tool, but I do not know what for.

Just a wild guess, a go no-go thread gauge idetified by a production no. that was scrapped out. Someone decided to use one end ground as a punch...

The machined tip looks to be for a punch as in punch and die set. However the convoluted head end is abnormal for die punches.
