I think it's a gauge to determine the thickness of sheetmetal.

Larger sheet metal numbers indicate thinner material. i.e. 10 gage is a lot thicker than 22 gage.

The steel part seems to have a tapered slit with a large initial opening. Could be used to gauge very thin material based on how far they slide in; extending the range provided by the notches.

it has three scales the first is the notches, second is the metal slit that starts at 0000 and goes down in number the third extends from the brass stop to the end

It's used for gauging pocket watch mainsprings. The Dennison scale was widely used to standardize spring strength.
There's a bit of info here, but if you search for Dennison in conjunction with main springs, then you should be able to find plenty: http://en.wikipedia.org/wiki/Mainspring_gauge
