I think it's a gauge to determine the thickness of sheetmetal.

Larger sheet metal numbers indicate thinner material. i.e. 10 gage is a lot thicker than 22 gage.

Have you searched the maker's name that is printed on the scale?

The steel part seems to have a tapered slit with a large initial opening. Could be used to gauge very thin material based on how far they slide in; extending the range provided by the notches.

I am with you BadDog. If I really increase the size I think it says "SYSTEM DENNISON" and they were into printing.

it has three scales the first is the notches, second is the metal slit that starts at 0000 and goes down in number the third extends from the brass stop to the end

it does say system dennison but the closest is avery labels on google

It's used for gauging pocket watch mainsprings. The Dennison scale was widely used to standardize spring strength.

There's a bit of info here, but if you search for Dennison in conjunction with main springs, then you should be able to find plenty: http://en.wikipedia.org/wiki/Mainspring_gauge
