No. Steam/boiler pressure keeps them closed by means of a small piston inside the cylinder cock body. Thru the porting of the cylinder cock body, if hydraulic pressure in the cylinder were to over come boiler pressure, the piston will be forced up and the valve will automatically open. When boiler pressure is exhausted from the feed line the valve will also be able open. The prototype Prime valves also had a spring under the piston, to lift the piston while sitting idle with no pressure, to help keep the cylinders clear. I do not know if other suppliers or prototype manufacturers worked this way. Barrys' design of the Prime valve does not have the piston spring but still works quite well.

Those cylinder cocks look like SuperScale units.
Unfortunately no longer available.

Other types are available:

There were others, no longer in business.

The union nut is 5/16 hex by 3/16 wide the inside thread is 1/4 -40 straight thread. The male side is 1/8 MTP with a 5/32 tightening hex by 1/4-40 straight thread. The female side is slip fit for the 1/8 tubing. The mating surfaces are flat with no gasket or seal. OAL is .580 inch. I made a CAD drawing years ago on my computer at work but never brought the file home.
