Santa Fe m-190

Hi all,
I just traded for 1-1/2 model of the Santa Fe m-190.
Manual with it says PEC as maker. The guy I got it
from said it has been in Live Steam and the guy who
built it he thinks was named Bert. Does anyone have
any info or remember seeing it. It came from the
Phoenix area. Is the articulation correct or just an
allowance for size. It has been stored for some time
and as soon as I get it going I will post a photo of it
and I. Any info would be appreciated.
Mostly just curious.
