My experience has been, with "small" orders, if I can pay cash, I just give them my employer's name. That "we" have nothing to do with 'conventional industry/manufacturing" has never been questioned.
While there may be a host of reasons why they won't/can't sell to 'walk in' customers, their bottom line is, "We sold something."
Apart from their collection of state/local sales tax, it makes little difference. Make up a company -- as long as you're not "claiming" it is for re-sale, and that you will be collecting, reporting, and paying the tax (which will require you present paperwork proving you are a reseller), it should make little difference.

They are weird indeed. I think the local store just didn't want to do business with me. I have a business acct with them but VERY low volume. Most of my past orders were for stuff on clearance up to 90% off but they don't appear to offer such deals anymore. I did not need an acct for the Ferndale store.
