Siemens Charger Test Train

A good buddy who works nights in Quincy Illinois sent me a text this morning and said when he got off work, he saw a Siemans test train tied down in Quincy just east of the 30th street crossing (near the Amtrak depot). Decided to make the road trip to check it out. Attached are a few photos of the entire train.

So what's the purpose of these 'Charger's? I've heard or read the name here and there, but to quote Sgt. Shultz, "I know nothing!".
I'm guessing they're the latest and greatest thing to come around for commuter lines? Or do they have their eyes on Amtrak usage?

Mark,

I think some are going to be used in commuter service, but these are part of a group that are going to state supported trains. Missouri, Illinois and Wisconsin come to mind. Funky looking to say the least. The 4611 was seen yesterday by a friend westbound out of St. Louis headed towards Kansas City.

Where are they made? Canada? USA? Japan? China? Iran? ( :-) )
