I hope that Hennepin county never gets THEIR sweetheart deal at the expense of TC&W Ry. I suspect it would be bad for not only the Glenco based railroad, but for the Milwaukee Road 261 operation which, with the loss of Amtrak support on major railroads, is the only railroad it can now operate on, unless things change drastically. The way I read things, the county wants their cake and eat it too and to hell with the TW&W which is apparently supposed to just bend over and take it.

And that response caused a response from the county which after having read said response a day or two ago and now no longer clear in my head indicated that the county seems likely to try to start a war in the courts. I don't see where the county has a leg to stand on, but in a very red state (red only in three areas, the rest being blue) the TC&W could be forced to let the county have their new toy.

Omigosh, I just had a thought: will the Met Council allow steam trips over "their" part of the line, or will steam trips even be possible with LRT nearby?

Good question. My hope is that TC&W has the authority to allow a passenger train to operate on the tracks that they have ROW but owned by the county. But I can envision Hennepin county saying no to anything but freight from TC&W
We can only wait and see what happens. I don't think anything has been mentioned yet (as far as I know of) at meetings. I'm guessing the county doesn't even know that steam passenger trips have operated in the recent past.

If the county can see that it makes money for merchants in the area, they will be much more amenable to it.

The county will never see that. In truth, our little trips on the TC&W don't do anything for local businesses along the line. We run a trip from our shop to wherever Steve decides we will reverse back to the shop. Back at the shop the people get back in their cars and drive home.
