This is a pro tip I have to try. I've never been very successful holding the end of small diameter ss to the joint.

Phoenix P8 is one. It has bell and horn triggers, and also uses the voltage off the motor circuit to adjust the sound for the load. If I'm able to press the wheel on by hand is that the fit I want to use with loctite? Retaining compound manufacturers specify a fit for each product they sell. It'll be a nice loco Anthony, hope you can keep time allocated to it. Jesse Krebs has one (not USRA though) which has always looked and run well at our club. In 1" scale it's a nice size, it pulls a decent train but still easy to transport:

What do the drawings call for? My expectation would be it would be a bare whisper, like 0.001" or less. I would not press them with your mill. Your vent has a lot more going on than my example. Here, they just bent a sheet over the vent, the sheet being very similar to the outer one but at a 90 degree angle. My example was probably later, and this was a cost-cutting approach deemed 'good enough'.
