Don't know what the Canuck laws are but like on an 80% 10-22 receiver, the hole for the barrel needs to be machined as well as the holes for the trigger group and barrel hold down clamp. This would be classified as a non firearm since it is pieces that need to be machined and welded together to become a firearm. You can buy 80% 10-22 and AR15 receivers that are not firearms until finished machined.

Lay it on its side and machine the majority of material out. Then set upright and with lite passes machine the radius left by the side milling.

Use Kroiloil. Soak it liberally several times then let it sit. If it doesn't come loose, I'd be surprised. Kroiloil is a penetrating oil and I do mean penetrating.

I've bought from them.....can't remember what it was (it's a gray hair thing) but I did not have any issues with the item or the delivery. I have them in my list of suppliers and would buy from them again.
