If you had a piece of allthread that was too long to use that setup, you could put the same slot in a coupling nut.
Lock the slotted coupling nut onto the long allthread and use it as a guide for a hacksaw.

In line with the reply above, there are numbers on it. What is the distance in real world inches between some of those numbers? Printing/typesetting works in points, which I think are something like 1/72 of an inch.

It is called 'Swiss turning'. The stock does indeed extend progressively from the headstock as the turning proceeds.

The circumference of your 3" diameter ringpiece is 9.424". That happens to work out to be very, very close to 240mm. Buy one of those stick on scales used by woodworkers on the fence of a table saw (metric version), cut 24cm or 0.24m off the end of it, wrap around into a circle and glue it...

You are more likely to promote failure of the carbide if you do not take care when grinding the notch - the internal corners should not be sharp and it is best not to shock-cool the mill by dipping into water.
