I have had heat treated shafts (first motion shafts of transmissions ) hard chrome plated then ground to spec. The area that was done was the pilot end of the shaft. Sorry for the confusion, I went back and took another look. It seems that ones for smaller bolt sizes have same ID and larger bolt sizes have different ID's. Check to see if you have pressure on all of the leveling feet. Looks like the lathe is rocking more than just shaking from the imbalance.
If the feet look good and the base is just flimsy I think the only option you have is to slow it down or do more counterweighting.

Butter was the least of what I had to clean off. There was stuff growing, probably feeding off of the butter. It hadn't been used in years.
