PilotBug, Get a copy of "The Pennsylvania A3 Switcher" by Hiraoka. Although it describes a 3/4" scale machine, it has information on scaling to 1-1/2" scale. It's a good introduction to what you will need and a whole chapter on what's required for a workshop. Note - you don't have to buy everything ...
