If you're going to go to all the trouble to weld up something, it only takes a few minutes to clean the material to bare metal. The small hand grinders are very nice and you can get every kind of wheel you would ever want. For steel, the scotch-brite/sandpaper flappers are very aggressive and cheap....

For machining stainless, I think the sulfur in MolyD makes a huge difference. See this post:

Hi Harold,
When you say heat treat to relieve stress, do you mean "normalizing" (heat past critical temp and let cool in air)? Or something else for this specific application?

I'm thinking the loctite contribution to the strength is a lot less than the interference fit. Don't heat it, just press apart. In fact, since the wheel cracked, the interference fit strength is reduced. Which Loctite? I'll still bet you don't need heat to press apart. Don't go to 400C! 200C should ...

Should match the height of whatever vehicle you are going to use to transport it. Within a few inches anyway.

The saddle bolts are dummies. Not to be critical, but how do you know they are dummies and not blind tapped? I know this seems unlikely, but when all else fails, you have to start looking at unlikely things. Do they unscrew? Is there something on the bottom, back, sides of the boiler that you misse...
