How about a reinforced resin bonded cutoff wheel, 1/32 - .050 being spun in a lathe chuck? Clamp the blade in an Aloris type adapter, use the carriage for notch spacing and the crossfeed for depth of cut?

I've had very good luck with (quality) hole saws in the 2"-3 1/4" range through 1/2" steel plate. I use my BP mill but am probably below 100 rpm. I use lots of cutting oil and clear chips often. It does take a lot of pressure to keep it cutting. Only try this with bi-metal hole saws. ...

It only takes a few minutes to make up a bunch of blank wedges from CRS and cut the slots to fit the taper when you need a set. I did this years ago and have used them quite a few times.

I'm cheap and hate to wait for stuff that I order.

Going through material that thick with a 1/4" diameter piece of HS is going to be quite challenging, probably impossible. 100 rpm may be too fast, depending on the diameter of the hole. I'd try high speed tool steel and see how it goes. Drilling followed by boring will probably a lot easier and...

Kitchen ovens often have temp swings as the heat is turned on and off. I'd put a piece of metal, or several, in the oven to act as a heat sink, reducing the temperature swings when it was cycling.
