Thanks Ken, I am blessed to have had him around for 90 years. I just went to a friends funeral where two sons lost their 55 year old father.

Bill, The logic seems correct. The further the force is from the axis of rotation the less the force required to move the wheel. You have a longer arm in mechanical terms. More leverage. hammermill has the right idea. On further review it looks like the eye might have held it to a devise where the operator took it to a large part instead of bringing the part to it. The round tubes could be control handles for the operator.
