I built a pulley driven high speed spindle (30,000rpm) from an ER11 collet chuck on a 10mm straight shank and ran it from the main 7000rpm spindle of my machine with a pulley and round polyurethane belt. Once you grasp the concept it's not difficult to design something to suit any machine.

Roughing cuts are to remove a large amount of material quickly before finishing, if they cause issues with flex or resonance it's either not appropriate for the job or alternate tooling/techniques are required. I make a Titanium part which reqires a 2" length of 1/4" material to be reduced...

Buying cheap equipment is a crap shoot, but if you have no pressing need to use it, and can afford the time to sort out a problematic unit if you get one or the cost to replace it if it fails and is badly supported may as well take a punt on the cheap units.

Stamped and formed brackets and panels in Mild Steel exhibit Work Hardening, not Heat Treatment, but annealing them returns them to the soft state losing any additional hardness and rigidity afforded by the Work Hardening.

The hardness in mild steel automotive panels is work hardening created when they are pressed into shape, there is no heat treat process to put it back.
