Without really answering your question; You need to know the compression ratio, which is the outlet pressure divided by the inlet pressure, or about 93.2/14.7 or about 6.34:1 with your numbers (need to work in absolute pressures). The local San Juan power plant did essentially the same thing; short run from the mine to the power plant. Ended up with part of the train in the pit.

If the work is portable, a hand tapper is a great project. I made this one years ago and it has saved me a ton of taps. Most all the parts came from the recycle pile except possibly for the tap chuck.

There is a lockout mechanism so the threading and power feed actions cannot be engaged at the same time. If this is a used lathe, I have seen a situation where the lockout mechanism was damaged and both functions could be engaged at the same time. Best case, just locked up, worst case, some damage. ...

With PVC, cut a ring, split it, Glue the split ring over the bearing tube following the glue instructions carefully, and put a worm gear hose clamp on it until the glue has fully set. Works quite well.

What about 2" PVC pipe, which is almost exactly the size you need at 2 3/8" od. Use sch 40 or sch 80 to get enough wall thickness and then a bit of lathe work to bore to size.

Pool pump would imply continuous duty and a constant load near max. Worth a try, depending on the price.
