I'm a newbie wannabe machinist, but it seems to me that tilting a round cutter with a flat end would yield an elliptical shape on the bottom of the slot.

Given that he's making wood lathe gouge chisels tools perhaps that's a better shape anyway.

Thanks for all the feedback.

I registered for the Summer term at the local tech college (Lanier Tech); start classes on July 9.

Also ordered a used copy of the book (1977 edition) for $22 shipped.
