Don, Here's a picture of a throttle just like mine in my LE Modern Mogul, which is very similar to your 0-4-0. I don't know who made it, or where it came from, and I wouldn't even recommend it for anybody burning oil or coal, as it obviously gets in the way of poking the tubes but, for (us) forklift...
