Yes, any technical vapors are harmful and it is best to work in a respirator if you do not work outdoors. In the room, a respirator is required, and until you ventilate the room, it is better not to take off the respirator.

Welding in light wind works fine in practice, certainly more than 5mph.
However, when the wind gets really strong it will blow the ark right off the work.
I got no certification, but I did a lot of welding (a kilometer) out in the weather.

Exterior welders use shields or shelters for wind protection. It does not take much wind, just a breeze, to cause unacceptable defects in stick welds. The x-ray man will tell you, and repairs are expensive.
