I'm currently looking for a Harley peashooter engine but I'm planning on using a Buell Blast single-cylinder guts and building a vintage outward appearance on it

Bring lots of zeroes if you want a genuine period HD engine. As for the Buell, I think there are a lot more realistic candidates for such a conversion. Even an older style Briggs would be a better choice; not a powerful choice, but a more "correct" style.
