Reagarding steel vs. aluminum rail, to me it seems like a decision that either shifts the burden of maintenance to the equipment owners (steel rail) or the track (aluminum rail). You just have to decide which it is going to be. For heavy use tracks like LALS, steel makes sense. For home tracks which receive light use, aluminum makes sense. Just about every club and big track down here has gone over to steel, while many home tracks continue to use aluminum.
At the Mesa Grande Western, we only have our own equipment (it's 9" gauge) and we only run twice a year. So aluminum suits us well.
