Does anybody make either a double arm pantograph (stemmann) like on a GG1 or a single arm (faiveley) like on an E44? Considering an E44 project in 1.5 scale.

An E44 would be one long, heavy, and gorgeous locomotive in 1.5"! The block geometry alone would be both a blessing and a curse, but a sheet metal brake could make components for later reassembly.
