Steve, I bought one of those presses second hand. Took the valve screw completely out, put a short piece of rubber gasoline line over the screw, put it back in, no more puddles.
Also had to cut the ram off, square both ends in the lathe, and weld it back on so it was axial to the press, and shim the guides so the ram would come down the the same zip code each time.
I see photos of those "20 T" presses, and every one I have seen, the ram was at an angle to the axis of the press.
