Sears typically would award a contract to which ever company came in with the lowest bid. If Starrett came in lowest bid, then that's who made them. Craftsmen tools could switch manufacturers at any time. harbor Freight, I believe works the same way.

Indeed, on both counts.
Sears manufacturers are pretty well documented, though I have not looked to see if Starrett is on the list.

The manufacturer number is the digits before the decimal in the model number, e.g. 101,27444 is an Atlas lathe.
Starrett, Mitutoyo and other such manufacturers are not on the list, but this may not be complete.
