Mystery tool. Anyone know what this tool is?

This tool was in a box of stuff I picked up at a garage sale. I have no idea what it is. Does anyone know? Thanks. P.S. The tweezer thing not the rule. :D

I've seen similar used by aircraft structures mechanics (sheet metal) to mark a hole position for rivets/screws on a piece where they couldn't come from below to mark the holes. Peg goes in the existing hole and the top is lightly tapped to mark the new piece.

It's too wide, but it's the same type of tool used to locate gas ports in rifle barrels for drilling. One leg goes inside the barrel and follows a groove, you tap the outside leg with a hammer to mark where to drill. Then you index all the rest of the furniture cuts off the gas port.
