trying to id and figure out use for this device looking thru the hole shows a fine gradient scale

It is a Clinometer used to estimate grades. You use it by looking through the eyepiece with one eye and your target with the other eye. Useful for laying out road grades and estimating slopes. If you want, google the Forestry Supplier catalog. They used to sell them. If I
remember correctly, they are of swedish origin. They also have a compass that is in a similar housing. I used the two of them for many years when I worked an engineer for the US Forest service laying out timber access roads.

I misspoke when I said it was Swedish. The maker is Suunto which is a Finnish Company.
