The "head" of that unit wasn't to be spun with a motor. It is an indexing device to set wheel cutters and end mills for grinding them sharp.
That was said before. It looks right rusty but these parts don't move too much in operation. I think it has been all cleaned and scraped now. The fixture itself is strong for a grinding wheel to kiss it from above. That half-side center center tells too.
