I use 5 or 10 thousands thick PTFE Teflon. Easy to cut with razor blade or exacto knife, and punch holes into.
They are reusable since they do not stick to the surface. Most paper gadgets delaminate when taken apart.

I have read that paper gaskets work best if they are coated with shellac.

I use red Loctite. Great and always available. When you need to take it apart, you just scrape off the dried bits with a knife or screwdriver, apply some more When reassembling and presto.
On my water pump, I used the brown paper bag method with oil. Worked great.
I love the bill method. I’m going to do that next time instead of paper bags.

An important thing to remember is that it is easier to seal surfaces that really are flat.
